烟火药及其制品因其本身所具有的特殊理化性质,销毁工作中的风险因素较多,在销毁过程中,极易发生爆炸事故,造成严重的人员伤亡和财产损失。销毁风险管控需从烟火药的组成及危险性能出发,系统分析危险发生的直接原因、间接原因和根本原因,在人的行为、物的状态、环境因素和管理缺陷等四个维度下,对烟火药及其制品销毁进行风险识别、风险研判和风险控制,以实现对烟火药及其制品的安全管理。

Due to the special physical and chemical nature of pyrotechnics and its products,there are various risk factors in its destruction.In the process,frequently explosion accidents lead to serious casualties and property losses.According to its composition and hazardous performance,the direct,indirect and root causes of the hazards should be systematically analyzed.Under the four dimensions of human behavior,material status,environmental factors and management defects and risk identification,assessment and control should be carried out for the destruction of pyrotechnics and its products in order to realize the safety management.
