我国省级政府效率损失及测度指标体系

The Efficiency Loss of China’s Provincial Government and the Evaluation Index System

我国省级政府存在效率损失,但是相关研究,特别是定量探讨文献较为缺乏。只有开展相应定量研究,才能精准设计规避机制消除这一效率损失。本文基于政府效率损失内涵、原因及主要表现,建立了一套由基本公共服务非均等化、居民经济福利损失、市场监管乏力、环境污染治理低效等5个一级指标和26个二级指标组成的省级政府效率损失测度指标体系,然后论述指标含义、数据来源及测度方法,为定量评估省级政府效率损失做出了有益探索。

Efficiency loss exists in provincial governments in China,but there is lack of related studies,especially on quantitative literature.It requires quantitative and in-depth study to reduce the efficiency loss of government.Only through the quantitative research on government efficiency loss,we can accurately design corresponding mechanisms to eliminate the efficiency loss.Based on the connotation,causes and main aspects of government efficiency loss,we establish a set of the evaluation index system of provincial government efficiency loss.It contains 5 first-level indicators,such as non-equalization of basic public services,loss of economic welfare of residents,weak market supervision,and inefficient environmental governance,and 26 secondary indicators.Then it discusses the meaning of the indicators,data sources and measurement methods,and makes a useful exploration for quantitative assessment of provincial government efficiency loss.
