供给侧改革背景下“混改”模式及其影响研究——以中国建材集团为例

摘要 混合所有制改革是我国国有企业改革的主要方式,但与国企混改的模式有所不同。中国建材集团是被国资委列为首批混改试点的单位,经历多年改革探索出以并购重组为核心的三种改革方式。与此同时,建材行业整体效益下滑,有效供给不足问题严峻,是国家供给侧改革实施的重点领域。选择中国建材集团下属核心公司中国巨石为案例来具体研究双重改革下对其经营绩效的长期影响。可以给其他有内部整合诉求的行业和需要市场化改革的国企提供借鉴。 The mixed ownership reform is the main way of state-owned enterprises’ reform in China,but the mode of mixed ownership reform varies with different state-owned enterprises. China Building Materials Group is listed as one of the first batch of mixed reform pilot units by the state-owned assets supervision and administration commission( SASAC). After years of reform,it has explored three reform methods centering on merger,acquisition and reorganization. At the same time,the overall benefit of the building materials industry is declining,and the problem of effective supply shortage is severe. The core company of China building materials group,China Stone,is selected as a case to study the long-term impact of dual reform on its business performance. It can provide reference for other industries with internal integration demands and state-owned enterprises in need of market-oriented reform.
