Analysis of Policy Diffusion of Sports and Leisure Towns on the Background of New Urbanization Construction

运用文献资料法和逻辑分析法对我国运动休闲特色小镇政策扩散进行分析。主要结论:运动休闲特色小镇政策扩散模型包括全国互动模型、区域传播模型、领导 跟进模型和垂直影响模型;影响运动休闲特色小镇政策扩散的动因包括中央行政指令实施需求、政策制定的需求、城镇化经济发展需求和竞争政策创新的需求。新型城镇化背景下政策扩散已融入到运动休闲特色小镇政策制定和政策发展的过程中,建议:在制定运动休闲特色小镇政策时要充分考虑到政策互动、政策执行模式和政策融合创新等方面的因素。

This paper explores the policy diffusion of the sports and leisure towns in our country through literature reviews and logic analysis. The results show that the diffusion modes for sports and leisure town policy include the national interaction mode, the regional communication mode, the leadership-follower mode, and the vertical impact mode. The motivations affecting the policy diffusion of sports and leisure towns include the implementation requirements of the central administrative directives, the demands for policy formulation, the demands for economic development in urbanization, and the needs for policy innovation in competition. The policy diffusion, with the background of new urbanization, have been integrated into the process of policy formulation and policy development of sports and leisure towns. It is suggested that policy interaction, policy implementation mode and policy integration innovation should be considered in the policy formation of sports and leisure towns.
