Research on the Influencing Factors of Open Data Policy Implementation in China:Based on the Comprehensive Model of Policy Implementation

文章通过相关文献综述与我国政府开放数据政策现状分析,引入政策执行综合模型来分析我国政府开放数据政策执行中的影响因素。从政策执行模型的视角出发,通过问题的可处理性、政策本身的规制能力以及政策本身以外的问题3个方面探寻问题并提出了与之相对应的相关建议。

Based on the review of relevant literature and the analysis of the present situation of open data policy of Chinese government.This paper introduces a comprehensive model of policy implementation to analyze the influencing factors in the implementation of open data policy of our government.From the point of view of policy implementation model,this paper explores the problems from three aspects:the treat ability of the problem,the regulatory ability of the policy itself and the problems other than the policy itself,and puts forward some corresponding suggestions.
