基于跨境贸易电子商务发展的政策研究——以杭州跨境电子商务综合试验区为例

Policy Research on the Development of Cross-Border Trade E-Commerce-Taking Hangzhou Cross-Border E-Commerce Comprehensive Pilot Area as an Example

随着电子商务的发展和跨境网购需求的兴起,跨境电商作为一种全新的互联网+外贸的新贸易模式对传统外贸产生了极大的冲击。跨境电子商务交易需要同时满足国际贸易需求和国际电子商务方面的监管,因此必须依靠政府及时出台配套政策法规,规范跨境贸易电子商务市场运作,协调海关、商检、外汇、税收等各部门间的工作机制。杭州,借助阿里巴巴电商创业大环境,是国家领先的电子商务示范城市,首批跨境电商试点城市之一,更被国务院常务会议决定在全国范围内推广杭州经验。主要分析2015-2018近四年国家跨境贸易电子商务政策对杭州跨境贸易电子商务综合试验区发展带来的变化和影响。

With the development of e-commerce and the rise of cross-border online shopping demand,cross-border e-commerce as a new trading model of Internet and foreign trade has had a great impact on traditional foreign trade model. Cross-border e-commerce transactions need to meet both international trade demands and international e-commerce supervision,so we must rely on the government to promulgated policies and regulations,standardize cross-border trade e-commerce market operation,coordination of customs,commodity inspection,foreign exchange,taxation and other departments between the working mechanisms. Hangzhou,with the help of Alibaba e-commerce business environment,is the country’s leading e-commerce model city,one of the first cross-border e-commerce pilot cities,also the State Council executive meeting decided to promote the Hangzhou experience nationwide. This paper mainly analyzes the impacts of the national cross-border trade e-commerce policy on the development of Hangzhou cross-border trade e-commerce comprehensive pilot area among the past four years between the years 2015 to 2019.
