摘要
前中东欧四国组成的维谢格拉德集团是欧盟内弱机制化运行但表现十分活跃的一个次区域组织。本研究将其视作区域一体化进程中一个独特的行为体。基于它与欧盟关系在历史和现实中的特殊性,本文试图通过系统梳理双方关系从“力量失衡”到“调整重构”再到“转折突破”三个阶段的发展历程,并借助系统论以及建构主义的分析框架,综合分析双方互动的关系特点,即合作目标体现出一定的策略性:互动能力不断提升、共同利益和冲突利益都较为明显。本研究认为,随着双方能力发展以及区域环境的变化,处在相对弱势地位的维谢格拉德集团不断调适其对欧盟关系的目标,强化能力建设,运用次区域合作机制直接参与或间接影响区域合作进程,谋求现实利益。双方的持续互动在推动一体化向前发展的同时,有可能引发欧盟内部治理力量的重新分化组合。
The Visegrad Group,consisting of four former Central and Eastern European countries,is a weak but active sub-regional organization in the EU.This paper regards it as a unique entity in regional integration.Based on the particularity of its relationships with the EU in history and reality,this paper attempts to systematically sort out the development process of the bilateral relationships from“power imbalance”to“structural adjustment”and then to“transition breakthrough,”and comprehensively analyze the characteristics of the interactive relationships between the two sides with the help of the framework of system theory and constructivism.This paper also holds that the Visegrad Group,which is in a relatively weak position,will adjust its objectives of relationships with EU,strengthen its self-capacity building,and utilize the sub-regional cooperation mechanism to directly participate in or indirectly influence the regional cooperation process with the change of regional environment,so as to pursue its practical interests.Anyway,the interactions between the two sides are likely to trigger a reshuffle of the governing forces within the EU as integration goes deeper.
