科技创新已成为新时代驱动经济社会发展的基本实践,并引发了经济社会新变革。剖析以科技创新为焦点的国际竞争新局势发现,资本主义基本矛盾有了新的演化,即生产的社会化与生产资料资本主义私人占有特别是大垄断资产阶级的占有之间的矛盾正由资本主义国家扩展到国际;资本主义基本矛盾在世界范围的演化突出表现为极力施行垄断技术。现代科技创新实践引发了深刻变革,中国正在全面崛起,并成为世界经济发展的重要引擎,这就是新时代变局中的战略性演化。我们应从深层次上认识科技创新成为驱动经济发展基本实践的原理:科技创新是现代社会化提升的主要动力,社会分工的深化靠科技创新,经济联系的强化也靠科技创新,经济全球化的大趋势之所以不可阻挡正是由于"第一动力"的巨大功能所致。当代马克思主义政治经济学必须反映这一重大变革,当代中国政治经济学者应通过学习习近平新时代中国特色社会主义思想开拓视野,立足新的实践打破固化的惯性思维,掌握"第一动力"的基本原理和方略,认识到科学技术创新是现代社会化生产力发展的根基,并以此拓展新时代中国特色社会主义政治经济学。

Scientific and technological innovation has become the basic practice of driving economic and social development in the new era,and has triggered new changes in the economy and society.Through the analysis of the new situation of international competition with scientific and technological innovation as the focus,it is found that the basic contradiction of capitalism has undergone a new evolution.That is,the contradiction between socialization of production and the private possession of capitalism of production materials,especially the possession of the big monopoly bourgeoisie,are expanding from capitalist countries to the international community;the evolution of capitalist basic contradictions in the world is highlighted by the implementation of monopoly technology.The practice of modern science and technology innovation has caused profound changes.China is emerging in an all-round way and has become an important engine for the development of the world economy.This is the strategic evolution in the new era.We should understand at a deep level that science and technology innovation has become the principle that drives the basic practice of economic development:that is,science and technology innovation is the main driving force for modern socialization.The deepening of social division of labor depends on technological innovation,and the strengthening of economic ties is also based on technological innovation.The unstoppable trend of economic globalization is due to the great function of the"first power".Contemporary Marxist political economy must reflect this major change.Contemporary Chinese political economists should broaden their horizons by studying Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era,and overcome the solidified inertia thinking based on new practices.It is also necessary to grasp the basic principles and strategies of the"first power"and recognize that science and technology innovation is the foundation of the development of modern socialized productive forces,and to expand the political economy of socialism with Chinese characteristics in the new era.
