摘要 地名地址数据由多部门管理且数据格式不一致,难以满足智慧城市建设对跨部门、跨行业、跨地区政务信息共享和业务协同的需求。本研究实现了基于地名地址应用服务系统,建立了覆盖焦作全市范围的权威、统一、现势性强的地名地址数据库,开发了基于B/S架构的移动端数据采集、网上办事大厅、备案审批系统、查询服务系统和数据可视化中心等5个子系统和1套公共服务接口,实现了全市地名地址数据的统一管理。系统充分利用了"天地图·焦作"、政务云平台等各种信息资源,可应用于跨部门数据共享和业务协同,节省财政资金,缩短项目周期。 According to the fact that it is difficult to satisfy the need of government information sharing and business collaboration across departments, industries and regions of smart city, for multi-department management and inconsistent data format of geographical-name and addresses data. This paper researched a geographical-name and address application service system, created an authoritative, unified and strong current situation of geographical-name and address database which covered the whole city of Jiaozuo, developed five subsystems and a set of public service interface which are based on B/S architecture, including mobile data acquisition, online service hall, record approval system, data query service system and data visualization center. And it realized unified management of geographical-name and addresses data of the whole city. This system made full use of the existing information resources including TianDiTu-Jiaozuo, government cloud platform and other resources, and it can be applied to government information sharing and business collaboration across departments, industries and regions, which saves the financial fund and reduced project cycle and has great economic and social value.
