利益汇聚与舆论抗争：国民政府新盐法通过前后的民众舆论探究

The Convergence of Interests and Struggle of Opinions:Research on the Public Opinions during the Passing of the New Salt Law by the National Government

在1931年国民政府新《盐法》出台前后,广大民众为了维护自己的利益,纷纷指斥专商引岸制的罪恶,揭露旧盐商对新盐法的阻扰,呼吁政府体察他们支持新盐法改革的民意。民众的舆论呼声竟汇集成强大的舆论洪流,一度影响和左右了新盐法变革走势。旧盐商利益集团不敢与之正面交锋,国民政府不得不俯首倾听。但民众舆论最终未能敌过国民政府的财税欲望,新盐法未能全面推行。民众舆论对国民政府的失望与不满因此而日增,国民政府权力合法性构建受到了极大影响。

When publishing the new Salt Law of the National Government,in order to safeguard their own interests,the general public denounced the evil of the salt monopoly system one after another,exposed the obstruction towards the new Salt Law from the old salt merchants,and appealed to the government to understand their opinion which they supported the reform of new Salt Law.Their voice concoursed a powerful flood of opinion actually,and once influenced and controlled the trend of the new Salt Law reform.The old salt merchant interest group dared not to confront it and the National Government had to bow down to listen.However,public opinions had not been able to defeat the National Government’s fiscal and taxation desires,and the new Salt Law had not been fully implemented.As a result,people were increasingly disappointed at and dissatisfied with the National Government,and the construction of the legitimacy of the National Government’s power had been greatly affected.
