黄河流域在我国经济社会发展和生态安全方面具有十分重要的地位。处理好黄河流域生态保护与高质量发展的关系,对深化落实“创新、协调、绿色、开放、共享”的发展理念,形成新的发展格局和模式,具有重要的战略意义。推动黄河流域保护和高质量发展,要处理好“四大关系”,建立长效机制和体系,构建“三区七群”协调发展格局,积极推动产业优化升级,加强重点生态功能区保护,强化以水为核心的基础设施体系建设。

The Yellow River Basin plays an important role in economic and social development and ecological security in China.It is of strategic significance to deal with the relationship between ecological protection and high-quality development in the Yellow River Basin in order to deepen the implementation of the development concept of"innovation,coordination,green,opening and sharing"and form a new development pattern and model.To promote the protection and high-quality development of the Yellow River Basin,we need to handle the"four relationships",establish long-termmechanismand system,build the"three areas and seven urban agglomerations"coordinated development pattern,actively promote industrial optimization and upgrading,strengthen the protection of key ecological functional areas,and strengthen the construction of infrastructure system with water as the core.
