自从工程量清单计价实施以来,建设工程招投标领域低价中标特别是最低价中标已经逐步成为一种趋势,而低价中标带来的不良后果也更多地暴露出来。本文从法律法规建设、建设单位管理、招标文件制定和社会力量监督等方面论述如何遏制在建筑工程招投标领域的最低价中标现象。

Since the implementation of the Bill of Quantities,the lowest price winning bid in the field of construction engineering and bidding,in particular at the lowest price,has gradually become a trend,and the negative consequences of the low-price bid are also more exposed.It is discussed how to contain the lowest price in the bidding of construction projects in this thesis from the aspects of the construction of laws and regulations,the management of the construction unit,the development of the bidding documents and the supervision of the social forces.
