基于“三线一单”的环境功能区划实证研究

An Environmental Function Zoning Case Study Based On “Three Lines And One List”

以成都市蒲江县为例,在初步识别环境功能生态、农村、城镇一级区的基础上,根据生态保护红线、环境质量底线和资源利用上线“三线”约束评估结果以及现场踏勘,将环境功能一级区划分为7个二级区和31个三级区,形成一套以改善环境质量为核心,将“三线”内容落实到不同的环境管控单元,并建立环境准入负面清单(一单)的环境功能分区管控体系。

Taking Pujiang County of Chengdu City as an example,on the basis of preliminary identification of environmental function ecology,rural and urban first-class districts,according to the results of“three-line”restraint assessment of ecological protection red line,environmental quality bottom line and resource utilization upper-line,and on-site survey,the first-level District of environmental function is divided into seven second-level districts and 31 third-level districts,and a set of environmental control system is formed with the improvement of environmental quality as the core,implement the content of“three lines”into different environmental control units,and establish environmental function zoning control system of the environmental access negative list(one list).
