大红山民用爆炸物品安全管理存在问题分析及对策

Analysis of Existing Problems and Countermeasures in the Safety Management of Civilian Explosives in Dahongshan

民用爆炸物品(以下简称民爆物品)安全管理,是大红山矿长期以来的重要安全管理工作。近年来,大红山民爆物品安全管理特别是使用环节的管理仍然存在一些问题和不足,分布广、环节多、控制难等方面的问题较为突出。为进一步提高民爆物品安全管理,严格落实《公安部从严管控民爆物品十条规定》,通过转观念、明责任、强培训、抓落实,着力破解民爆物品安全管理难题,从思想上转变观念,履行相关监管责任,切实堵塞管理漏洞,严格落实各项措施,打造民爆物品安全管理“管而不死、放而不乱”的良好局面,有效预防涉爆事故的发生。

The safety management of civilian explosives(hereinafter referred to as civilian explosives)is an important security management work for Dahongshan Mine for a long time.In recent years,there are still some problems and deficiencies in the safety management of civilian explosives in Dahongshan Mine,especially in the use of links.The problems of wide distribution,multiple links,and difficult control are more prominent.In order to further improve the safety management of civilian explosives,the"Ten Rules of the Ministry of Public Security for Strict Control of Civilian Explosives"has been strictly implemented,and efforts have been made to solve the difficult problems in the safety management of civilian explosives by changing concepts,clarifying responsibilities,strengthening training,and implementing them.We will fulfill relevant regulatory responsibilities,effectively plug management loopholes,strictly implement various measures,and create a good situation in which the safety management of civilian explosives is"managed without death,released without chaos",and effectively prevent accidents involving explosives.
