天津科技创新政策文本量化分析——基于政策工具的视角

Quantitative Analysis of Scientific and Technological Innovation Policy Texts of Tianjin——Based on the Perspective of Policy Tools

科技创新政策是政府加快推进科技产业发展、引导与规范科技创新活动的重要手段。基于政策工具视角,通过构建政策工具与科技产业价值链的二维分析框架,量化分析2006—2018年天津科技创新政策文本中存在的现实问题。研究表明,需求型政策工具的使用严重不足,供给型与环境型政策工具应用比例相当,部分工具品种在价值链的不同阶段存在过溢、匮乏、缺失的问题,由此提出优化与完善天津科技创新政策体系的思路建议。

Scientific and technological innovation policy can be viewed as an important approach used by governments to accelerate and promote the development of scientific and technological industry,to guide and regulate scientific and technological activity.Based on the perspective of policy tools,through constructing two-dimension analytical framework of policy tools and scientific and technological industrial chain,this paper quantitatively analyzed realistic problems on scientific and technological innovation policy texts of Tianjin from 2006 to 2018.The research results show that the use of demand policy tools was seriously inadequate,while the applications of supply policy tools and environment policy tools were similar.Besides,a part of tool categories had the issue of excess,deficiency and even missing in different stages of the industrial chain.Accordingly,ideas and suggestions aiming at optimizing and improving the scientific and technological innovation policy system of Tianjin are proposed in the end.
