摘要
选取2001—2017年中国省际面板数据,运用超效率SBM模型测算了能源全要素生产率,通过面板Tobit模型检验了环境规制对全要素能源生产率的影响。研究表明:全要素能源效率表现出先降低后上升的趋势,在上升期,技术进步在其中发挥着至关重要的作用;环境规制与全要素能源效率之间呈现倒U型关系;各地区环境规制与全要素能源效率之间的关系具有明显的差异性,因此,在制定相关环境规制措施时应该因地制宜,各地区之间不能盲目跟风。
This article selects the Chinese provincial panel data from 2001 to 2017,usesthe super efficiencySBM model to measure the energy total factor productivity,and tests the effects of environmental regulation on total factorenergy productivitythrough the panel Tobit model.Research shows that:first,the total factor energy efficiency showed upward trend after lower first,and on the rise,technological progress plays a vital role;second,the relationship between environmental regulation and energy total factor efficiency presents a U shape;third,in various regions,the relationships between environmental regulation and the total factor energy efficiency haveobvious differences,therefore,when making related environmental regulation measures,measures should be adjusted to local conditions,and regions cannot blindly follow suit.
