国海外研发投资与制造业绿色高质量发展研究

China's Overseas R&D Investment and Green High-quality Development in China's Manufacturing

研究目标:测度中国制造业绿色发展质量并考察海外研发投资对其影响。研究方法:采用基于方向性距离函数的DEA-GML指数测度制造业绿色发展质量,实证检验海外研发投资对制造业绿色发展质量的影响、行业差异及其与技术引进的协同效应。研究发现:样本期内制造业绿色发展质量年均提升4.63%,且不同行业间差异较大,中、高技术行业大于低技术行业,国有垄断行业大于中、高竞争性行业;在逐步控制其他因素影响后,海外研发投资显著提升了低技术行业和国有垄断行业绿色发展质量,但对制造业总体、中高技术行业、中高竞争性行业不存在提升效应;从“引进来”与“走出去”战略互动来看,海外研发投资与技术引进行为对制造业绿色高质量发展存在协同效应。研究创新:首次实证检验了海外研发投资对制造业绿色发展质量的影响,并揭示了“引进来”与“走出去”战略互动的协同效应。研究价值:有助于提升中国企业“走出去”战略的实施绩效,且为促进制造业绿色高质量发展提供政策参考。

Research Objectives:This paper is to measure the green development quality in China's manufacturing and examine the impact of overseas R&D investment.Research Methods:DEA-GML index based on directional distance function is used to measure the green development quality in China's manufacturing,and empirically examine the impact of overseas R&D investment on the green development quality,and its synergies with technology import.Research Findings:The green development quality in manufacturing increased by 4.63%annually during period of 2009~2015,and the differences between different industries were large.The green development quality in the medium and high-tech industries were larger than that in the low-tech industries,and green development quality in the state-owned monopoly industries were larger than that in the competitive industries.overseas R&D investment significantly increased the green development quality of the low-tech industries and state-owned monopoly industries,but there is no improvement effect on the overall manufacturing industry,medium and high-tech industries,and medium and highly competitive industries.overseas R&D investment and technology import behavior have synergistic effects on the green development quality.Research Innovations:It is the first empirical test of the impact of overseas R&D investment on the green development quality in different subindustries,and it reveals the synergy effect of the“bringing in”and“going global”strategies.Research Value:It helps to improve the performance of Chinese enterprises“going global”strategy and provides policy reference for promoting of green and high quality development in China's manufacturing.
