从社会主要矛盾转化看基本养老保障制度改革:契机与路径

Viewing the Reform of Basic Old-age Security System from the Perspective of Transformation of Main Social Contradictions:Opportunities and Paths

社会主要矛盾的转化对基本养老保障制度的发展提出了新要求,同时也为其改革指明了新方向,即着力建构适度平衡的基本养老保障制度,增强民众的安全感、获得感与幸福感。制度全覆盖及“双轨制”并轨运行后,我国基本养老保障领域的隐性失衡集中体现在两个方面:群体间基本养老保障待遇与地区间基金收支规模失衡发展及逐年加剧的态势。作为一种十分重要的民生制度安排,新时代基本养老保障制度改革只有在迎合社会主要矛盾转向的基础上,精准识别隐性失衡点进而牢牢锁定改革突破口,把握改革契机,选准改革路径方可保障改革成效。

The transformation of the main social contradictions urges for new requirements for the development of the basic old-age security system and directs a new path for its reform:to focus on building a moderately fair old-age security system to enhance citizens’sense of security,gain and wellbeing.After the full coverage of the system and integration of the two tracks,the concealed imbalance in the field of basic old-age security in China are mainly reflected in two aspects:the unbalanced and yearly aggravated development of basic old-age security treatment among groups and the scale of revenue and expenditure of the funds among regions.As a very important institutional arrangement for people’s livelihood,the reform of the basic old-age security system in the new era can be only ensured on the basis of accurately identifying the hidden imbalance points,firmly fixing on the reform breakthrough point,seizing the reform opportunity and selecting the reform path.
