环境治理中领导法治观念的演变历程及趋势——基于鄂冀浙三省大气污染防治地方立法的考察

The Development of the Rule of Law Concept of Leadership in Environmental Governance——Based on the Investigation of Local Legislation of Air Pollution Prevention and Control in Hubei, Hebei and Zhejiang Provinces

增强环境保护意识,提升环境治理能力是社会主义生态文明建设的内在要求,也是领导干部转变领导方式,提升领导能力的必然要求。领导法治观念在环境污染治理过程中具有先导性作用。通过考察鄂冀浙三省大气污染防治地方立法历程,环境治理中领导法治观念逐渐发生转变,呈现出彰显绿色发展理念、加大公众参与力度、强化生态补偿制度、侧重公民环境权保护等演变趋势。

Strong awareness of environmental protection and improvement of environmental governance are the inherent requirements of the construction of socialist ecological civilization,as well as the inevitable requirements for leading cadres to change their leadership style and improve their leadership.The concept of leading rule of law plays a leading role in environmental pollution control.Through the investigation of the local legislation process of air pollution prevention and control in Hubei,Hebei and Zhejiang provinces,the rule of law concept of leadership in environmental governance gradually changed,showing the evolving trend of highlighting the concept of green development,increasing public participation,strengthening the ecological compensation system,and focusing on the protection of citizens’ environmental rights.
