民族地区新型城镇化高质量发展研究

城镇化是经济持续健康发展的强大引擎,在经济高质量发展阶段,分析和评价民族地区的新型城镇化发展质量,并据此提出建议和措施,对提高民族地区新型城镇化建设质量、加快民族地区新型城镇化建设进程、推进区域协调发展、维护民族团结具有重要的现实意义。本文依据国家规划构建了民族地区新型城镇化质量评价指标体系,运用熵值法对民族地区新型城镇化质量进行实证分析。结果表明,民族地区的新型城镇化发展存在不平衡问题,这种不平衡既体现在民族地区和发达地区之间,也体现在民族地区内部省区之间以及民族省区自身的新型城镇化要素之间。民族省区要立足实际,充分认识自身在新型城镇化不同维度上的优势和短板,在加快推进农业转移人口市民化、优化城镇化空间格局、强化生态环境保护方面采取针对性的改善措施,缩小区域差距和要素差距,推动新型城镇化高质量发展。

Urbanization is a powerful engine for sustained and healthy economic development.In the stage of high-quality economic development,it is of great practical significance to analyze and evaluate the development quality of new-type urbanization in ethnic minority areas and put forward suggestions accordingly to improve the construction quality of new-type urbanization in ethnic minority areas,accelerate the construction process of new-type urbanization in ethnic minority areas,promote regional coordinated development and maintain ethnic unity.Based on the national planning,this paper constructs an evaluation index system for the quality of new-type urbanization in ethnic areas,and uses the entropy method to make an empirical analysis on the quality of new-type urbanization in ethnic areas.The empirical results show that the construction and development of new urbanization in ethnic areas are unbalanced,which is reflected not only in ethnic areas and developed areas,but also in the internal provinces and regions of ethnic areas and the new urbanization elements of ethnic provinces and regions.The national provinces and autonomous regions should be based on reality,fully recognize the advantages and short plates in the different dimensions of the new urbanization,take the targeted improvement measures in accelerating agricultural transfer of population urbanization,optimizing the spatial pattern of urbanization and strengthening the ecological environment protection,narrow the regional gap and the element gap,and promote the high-quality development of new urbanization.
