应用德尔菲法构建医院突发公共卫生事件应对能力评价指标体系

Application of Delphi Methods in Determining Evaluation Indicators Concerning Public Health Emergencies Response Capacity of ClassⅡand Ⅲ Hospitals

目的采用德尔菲法构建武汉市二级以上医疗机构突发公共卫生事件应对能力评价指标体系。方法通过文献检索和专家咨询,初步拟定武汉市二级以上医院突发公共卫生事件应对能力评价指标,对18名专家进行两轮德尔菲问卷调查。结果两轮专家咨询的积极系数均为100%;平均权威系数为0.867;协调系数分别为0.328和0.439,差异均有统计学意义(P<0.001);最终筛选出包括7个一级指标、16个二级指标、25个三级指标的武汉市二级以上医院突发公共卫生事件应对能力评价指标体系。结论所构建的武汉市二级以上医院突发公共卫生事件应对能力研究评价体系的专家积极性、权威性、协调性均较好,该评价体系可为卫生行政部门制定相关政策提供参考依据。

Objective To establish an evaluation indicator system for the public health emergencies response capacity of the classⅡand Ⅲ hospitals in Wuhan. Methods The manuscript of evaluation indicator system was constructed based on the literature review and experts interviews.Then two rounds of questionnaire survey among 18 experts were conducted using Delphi method.Results In the two rounds of questionnaire survey,the positive coefficient of experts were both 100%,the authority coefficient of experts was 0.867,the coordination coefficient of experts were 0.328,0.439,respectively,all of which were statistically significant(P<0.001).Finally the evaluation indicator system for the public health emergencies response capacity of the classⅡand Ⅲ hospitals in Wuhan included 7 first-level indicators,16 second-level indicators and 25 third-level indicators.Conclusion The evaluation indicator system for the public health emergencies response capacity of the class Ⅱ and Ⅲ hospitals has good reliability,feasibility and coordinatability,which can provide reference for the health administrative departments.
