基于图则控制引导的地域化乡村建设模式研究与实践——《厦门市美丽乡村建设图则》编制与“厦门乡村建设实践”

Research and Practice of Regionalized Rural Construction Model Based on Plan Control and Guidance——The Compilation of Xiamen Beautiful Rural Construction Plan and Xiamen Rural Construction Practice

近年来,由政府主导的美丽乡村建设提升了乡村基础设施,改善了乡村面貌,但同时也存在一定的问题。笔者近年来对闽南地区进行了大量的乡村调研,并受厦门市建设局委托编制《厦门市美丽乡村建设图则》(以下简称《图则》)。在此过程中,进行了一种基于地域和实践的、可复制易推广的乡村建设方法论探索,并与2013年以来厦门市在全国率先进行的乡村"共同缔造"工作相结合。本文对《图则》的编制过程和理念进行了介绍,从乡村建设的主要问题、总体编制思路等方面进行深入分析。同时,介绍了自2017年以来,以《图则》为指导方向的,基于基层政府部门、专家组、技术服务单位三方协同建设模式的在地乡村实践,以期对各地乡村建设有所启发。

In recent years, government-led rural construction has improved rural infrastructure and the appearance of a large number of villages, but it also brought certain problems at the same time. The author has carried out a large number of rural surveys in southern Fujian and was commissioned by Xiamen Municipal Construction Bureau to compile the Beautiful Rural Construction Plan of Xiamen. On this basis, he conducted a rural methodological exploration based on geography and practice that can be replicated and easily promoted, which was combined with rural "joint work" firstly conducted by Xiamen in 2013. This paper analyzes the compilation process and concept of the Beautiful Rural Construction Plan of Xiamen and carries out in-depth analysis on the main problems and overall compilation thought, etc. of rural construction. At the same time, the paper introduces a wonderful local rural practice conducted since 2017, which is based on a collaborative construction mode composed of grassroots government departments, expert groups and technical service units and guided by the Beautiful Rural Construction Plan of Xiamen, with a view to be a inspiration for the rural construction in various places.
