摘要
我国在20世纪90年代提出了垃圾分类的概念,与西方国家相比相对较晚。目前我国在各大主要城市已经开展了垃圾分类,但整体普及率较低,且在实践过程中也仍存在一些问题。垃圾分类是一项系统工程和全民行动,仅靠政府力量无法维持垃圾分类的持续展开,需要多方参与、共同治理。因此,基于多中心治理理论、循环经济理论和可持续发展原则,分析垃圾分类处理与这些理论之间的内在联系,并将其作为垃圾分类处理的指导原则,以助于对策的研究。
China put forward the concept of garbage classification in the 1990s,which is relatively late compared with the western countries.At present,garbage classification has been carried out in major cities in China,but the overall popularization rate is low,and there are still some problems in the process of practice.Garbage classification is a systematic project and national action,which can not maintain the continuous development of garbage classification by the government alone,and needs multi-party participation and joint management.Therefore,based on the theory of multicenter management,circular economy theory and the principle of sustainable development,this paper analyzes the internal relationship between garbage classification and treatment and these theories,and takes them as the guiding principles of garbage classification and treatment,in order to help the research of countermeasures.
