Towards to Holistic Governance: The Trend and Revelation of the Reform of China’s Administrative Examination and Approval System since the 18th National Congress of the Communist Party of China

审视和分析中国行政审批制度的改革进程和基本逻辑,对新时代下深化行政审批制度改革具有重要意义。基于对中央制度文本和地方案例的实证分析发现,十八大以来中国的行政审批制度改革正迈向整体性治理。具体体现在:中央在改革设计上,开始从精简逻辑向整合逻辑转变;地方在改革实践上,通过整体性治理框架解决行政审批体制要素的碎片化问题。新时代下,深化行政审批体制改革需要进一步实现四个转变:从碎片化改革向整体性设计转变,从权力本位向责任和服务本位转变,从改革评价的过程导向向结果导向转变,从制度改革向制度与技术的融合创新转变。

It is of great significance to examine and analyze the reform process and the basic logic of the administrative examination and approval system to deepen the reform of the administrative examination and approval system in a“new era”.Based on the empirical analysis of central system texts and local cases,the article finds that the reform of the administrative examination and approval system in China has been moving towards the holistic governance since the 18th National Congress of the Communist Party of China.The central government has changed from simplifying logic to integrating logic in the reform design.Local government solve the problem of the fragmentation of administrative approval system elements through the holistic governance framework in the reform practice.The article further argues that the deepening of administrative approval system reform requires the implementation of four changes:from fragmented reform to integral design,from the transformation of power-based to responsibility and service-oriented,from process-oriented to results-oriented,and from institution reform to the fusion between the institution and technology innovation.
