环境治理的政策扩散研究——以广州本地六报2007～2016年“河长制”相关报道为研究对象

Policy Diffusion in Environmental Governance: A Content Analysis of “River Chief System” Report( 2007-2016) in Six Guangzhou Local Newspapers

当前中国生态文明建设的关键环节就是政府生态环境治理,大众媒体在环境治理政策扩散上发挥着重要作用。研究基于政策扩散的理论视角,以广州本地六报2007~2016年"河长制"相关报道为样本进行内容分析。研究发现,"河长制"政策在大众媒体中的扩散呈现"区域间的公共政策位移扩散——自下而上的吸纳辐射扩散"的扩散模式,兼具强制、学习与基于区域性交流网络的社会化的特点。政策扩散主体为政府官员,这使"河长制"政策的合法性及权威性得以巩固,但也弱化了媒体具有的政策有效沟通说服作用。

In China,the key of ecological civilization construction is ecological environmental governance and the mass media play an important role in the diffusion of environmental governance policy.The study addresses the theoretical framework of policy diffusion and analyzes the report of“River Chief System”between 2007 and 2016 of six Guangzhou local newspapers via content analysis.The diffusion model of the River Chief System in mass media is“Diffusion among regions-top-down absorption and radiation diffusion”.Coherence,policy learning and socialization based on regional communication network are three characteristics of the policy diffusion.The main body of the policy diffusion are government officials,which strengthen the legitimacy and authority of the“River Chief System”while weaken the communication and persuasion effect of mass media.
