媒体议程能否影响政策议程?——基于中国副省级城市的实证分析

The Impact of Media Agenda on Policy Agenda: Base on the Empirical Analysis of Sub-provincial Cities in China

政策议程与媒体议程的关系长期备受国内外学者的关注。随着政府改革的不断深入,媒体议程与政策议程的相互关系也不断变化,媒体报道对政策议程的影响力越来越强。深入研究在不同议题上,媒体议程对政策议程的影响对于处理好两者的关系以及科学合理地进行公共决策具有重要的意义。本文通过对中国15个副省级城市在教育、就业及民生议题上的政策数量和媒体报道数量的格兰杰因果检验发现,媒体设置的就业议题能够影响政府对其的注意力;而在教育和民生议题上政策议程的设置则不受媒体议程设置的影响。本文通过对数据的分析探讨其中的影响机制及不受影响的原因,以此来进一步提高政府公共决策的科学性和合理性。

The relationship between the policy agenda and the media agenda has always been a matter of concern to public management scholars.With the deepening of our government s reform,the relationship between the media agenda and the policy agenda is constantly changing,and the impact of media coverage on the policy agenda is increasing stronger.It is of great significance for us to further study the impact of the media agenda on the policy agenda of different issues in order to deal with the relationship between the two and make scientific and rational public decision-making.In this thesis,through the Granger s causality test on the number of policies and media reports on education,employment and people's livelihood of 15 sub-provincial cities in China.It is found that the employment issue of Chinese media settings can affect the government s attention to the impact of policy,and agenda setting in education and the people's livelihood issues are not subject to media agenda setting.Through the analysis of the data to explore the impact mechanism and the reasons for the impact,we can further improve the scientificity and rationality of public decision-making.
