党内法规对公职人员清廉感知的影响——基于2015年中国综合社会调查的分析

How Do Inner-Party Regulations Affect Perceptions of Public Official’s Corruption: Evidence from CGSS 2015

当今,中国正从党内法规着手进行廉政建设,相继提出"八项规定""反四风""党规党纪严于国家法律"等制度与理念,但党内法规能否真正利于廉政建设,是否真正能提升公职人员清廉形象,以促进公众对此群体清廉感知评价的提升呢?CGSS2015的数据分析显示:整体上,党内法规对公职人员清廉感知有比较显著的正向影响。具体上,党内法规中,党组织办事人员的遵纪守法情况、党员总体的遵纪守法情况、违反党规党纪的行为在实践中是否受到严肃处理对公职人员清廉感知有显著的正向影响。

Today,China is cultivating an honest and clean government by inner-party regulations.China has put forward the systems of“eight provisions”,“anti Si-Feng”and the idea of“party disciplines is stricter than the state laws”.But whether the inner-party regulations can truly help the construction of a honest and clean government?Whether it can truly improve the honest image of public officials?Whether it can truly improve the perceptions of public Official's corruption?This study shows that,overall,the inner-party regulations have a significant positive impact on perceptions of public Official's corruption.Specifically,whether the staff abide the laws or not,whether the general party members abide the laws or not,and whether the violation behavior have been punished or not have a significant positive impact on perceptions of public Official's corruption.However,the party organization leaders have no significant positive effect on perceptions of public Official's corruption.This study also shows that,whether the common staff abides the laws and disciplines or not,has an insignificant reverse effect on perceptions of public Official's corruption.
