Naval Diplomacy in the Past 70 Years:History,Experience and Prospects

自1949年组建以来,人民海军70年的外交实践经历了初步探索、逐渐发展、全面推进三个时期,实现了从无到有、从点到面、从浅到深的渐进历程,在维护国家领土主权与海洋权益、塑造有利海上安全环境、树立负责任大国形象等方面发挥了举足轻重的作用。实践经验表明,海军外交必须要体现国家意志、紧密围绕军队使命和海军任务、与部队战备训练和海军现代化建设相结合、遵守运用国际规则、合作与斗争并举,才能发挥最大功效。立足当下,展望未来,人民海军应继续砥砺前行,不断拓展和深化海军外交的内容,瞄准建设世界一流海军的目标,抓住"一带一路"建设契机,以推动与后发海洋国家合作为纽带,搭建海上互信机制平台,打造中国特色海洋软实力。人民海军将积极提供海洋公共安全产品,推动构建世界海洋新秩序,助推海洋命运共同体伟业。

In the 70 years since establishment in 1949,Chinese PLA Navy’s diplomatic action can be divided into three stages,that is preliminary exploration,gradual development,and comprehensive advancement,which has played an important role in safeguarding territorial sovereignty and maritime rights and interests,shaping favorable maritime security environment,and establishing the image of a responsible big country. Practical experience shows that naval diplomacy must reflect the will of the state,closely follow the military and naval missions,combine with the combat readiness training and naval modernization construction,obey and apply international rules,as well as pay attention to the combination of cooperation and struggle. In the future,PLA Navy should aim at building a world-class navy,continue to deepen the content of naval diplomacy,promote cooperation with the post-maritime countries,establish a platform for maritime confidence-building mechanism,build maritime soft power with Chinese characteristics. In the meantime,Chinese PLA Navy will actively provide marine public safety products,try to promote a new world maritime order,make contribution to building maritime community with a shared future.
