注意力分配视角下地方政府决策选择研究——以舟山市普陀区为例

On Local Government Decision-making Choice from the Perspective of Attention Distribution ——Taking Putuo District of Zhoushan City as an Example

基于注意力分配视角,以舟山市普陀区为例,借鉴政府决策相关理论,对县(区)级政府决策选择转变轨迹进行梳理和分析,认为政府决策受中央政策导向和区域发展现状等因素影响,并提出了对政府注意力资源进行有效配置,以提升和优化政府决策能力等建议.

Based on the perspective of attention distribution,this paper takes Putuo District of Zhoushan City as an example,and it draws on the relevant theories of government decision making to sort out and analyze the change of decision making choices at the county(district)level,and it draws the conclusion that government decision making is subject to central policy orientation and regional development status.And it puts forward suggestions for effective allocation of government attention resources to enhance and optimize government decision making ability.
