随着高等教育财政投入的逐年增加和“放管服”改革的深入推进,高校事业发展对财务工作的“不满意度”持续上升,主要体现在服务效率、效果,以及财务对教育事业发展的保障等方面。为此,运用系统思维,从组织、制度等四个维度提出提升高校财务服务能力的新举措,以期为学校高质量发展助力护航。

With the increasing financial investment year by year in higher education and the deepening of the reform to streamline administration,delegate powers,and improve regulation and services,the dissatisfaction of financial work in colleges and universities has continued to rise.It mainly reflects in service efficiency,effectiveness,and finance as the protection of educationdevelopment and so on.As a result,enhancing both financial service sense and financial service capabilities have become an important breakthrough in the financial management of colleges and universities in a new age.The paper uses system thinking in respect of organization,system and other two dimensions,puts forward new measures for the financial service ability,and helps for the high-quality development of colleges and universities.
