Fiscal Service Synergy and Integrated Development of Rural Industries

构建农村产业融合发展评价指标体系,测算中国31个省、市、自治区(不包括港澳台)2005-2016年的农村产业融合发展水平,发现当前中国农村产业融合发展整体处于中等水平,且呈现出西部向东部递减、非粮食主产区高于粮食主产区的区域特征。进一步实证检验金融支持与财政引导对农村产业融合发展的影响效应及区域异质性,结果表明,农业信贷、农业保险和财政支农均有助于促进农村产业融合发展,其中财政支农的促进作用最大,农业保险的影响效应存在一定的区域异质性;财政支农对农业信贷和农业保险的影响效应具有强化作用,加强财政支农与农业信贷、农业保险的协同配合有助于加快农村产业融合发展进程。因此,推进农村产业融合发展不仅需要强化农业信贷、农业保险和财政支农的促进作用,还需要充分发挥财政支农的引导,加强财政、信贷和保险三者之间的协同配合。

Building an evaluation index system for integrated development of rural industries,this study measured the integrated development level of rural industries in Chinas 31 provincial-level administrative regions from 2005 to 2016.The results revealed that the integrated development level of Chinas rural industries was overall moderate and declined progressively from western China to eastern China,and it was higher in non-m ajor grain producing areas than that in major grain producing areas.Further,this study empirically examined the effect of financial support and fiscal guidance on the integrated development of rural industries,as well as the regional heterogeneity of such an effect.The results revealed the following:1)agricultural credit,agricultural insurance,and fiscal support for agriculture all promote integrated development of rural industries.Specifically,fiscal support for agriculture had the most significant promoting effect,and the promoting effect of agricultural insurance had a certain degree of regional heterogeneity;2)fiscal support for agriculture could strengthen the promoting effect of agricultural credit and agricultural insurance;to accelerate integrated development of rural industries,it is therefore necessary to strengthen the synergy of fiscal support for agriculture,agricultural credit,and agricultural insurance.Furthermore,to promote the integrated development of rural industries,it is necessary to strengthen the promoting effect of agricultural credit,agricultural insurance,and fiscal support for agriculture;allow full play to the guiding effect of fiscal support for agriculture;and strengthen the synergy of fiscal support,credit,and insurance.
