摘要
构建省域高技术产业综合评价体系,依据2017年中国高技术产业数据,采用多层次因子分析方法对我国内地31个省市高技术产业发展水平进行实证分析。结果表明,我国高技术产业整体呈现东强西弱态势;东部地区高技术产业发展水平高,中部地区和部分西部地区固定资产投入大;但高技术产业成果转化效率和产业环境有待提高,西部偏远地区和东北地区高技术产业发展水平较低。东部地区可提高研发投入强度,承接国际高端高技术产业转移;中部地区和西部部分地区需健全促进高技术科技成果转化机制,扩大对外开放水平;西部偏远地区需加强高技术产业承接基础配套设施;东北地区可激活高技术国企活力,支持高技术民营企业发展,完善人才激励机制。
A provincial high-tech industry comprehensive evaluation system is constructed. Based on the data of China high-tech industry in 2017, an empirical analysis on the development level of high-tech industry in 31 provinces and cities is conducted by using multi-level factor analysis method. The results show that the development of the high-tech industry in the eastern region is high, the fixed asset investment in the central region and some provinces in western regions is large, but the transformation efficiency of high-tech industry achievements and industrial environment need to be improved, and the development level of the high-tech industry in the remote western region and the northeast region is low. It is suggested that the eastern region should increase R&D intensity, and undertake high-end international high-tech industry transfer. The central region and part of the western region should improve the opening level and the mechanism of promoting high-tech scientific and technological achievements transformation. The western rural region should strengthen the supporting infrastructure for high-tech industry. The northeastern region should activate high-tech state-owned enterprises, support the development of high-tech private enterprises, and improve the talent incentive mechanism.
