相关部门先后出台了一系列文件,积极推进简政放权、放管结合、优化服务改革。基于高校工作的实际情况,文章拟从高校科研经费管理的现状和存在的问题入手做简要分析,对在新形势下,如何进一步加强和规范高等学校科研经费管理作了粗浅研究和探讨,以期能够对具体的财务管理实践工作有所启示和借鉴。

In the circumstances that the relevant departments have released successively a series of documents aiming to promote reforms on streamlining administration and delegating power and optimizing the service, this article will start with a brief discussion on the current situation and problems of the management of research funds in universities and colleges. It also probes into the measures concerning how to strengthen and standardize the management of the research fund in universities and colleges in the new situation in order to provide enlightenment and reference for specific practice of financial management.
