产业集群视域下哈长城市群协同发展路径

Ha-Chang Urban Agglomeration Cooperative Development Path from the Perspective of Industrial Cluster

国务院于2016年2月29日发布了《国务院关于哈长城市群发展规划的批复》,标志着哈长城市群已被列入国家9个区域性城市群发展规划。哈长城市群的宏观战略推动,可以有效支持黑龙江和吉林两省经济协同发展,在产业集群效应中形成产业资源发展优势。但是在发展过程中,产业集群内聚集的多种资源还存在着集中度有限、协同发展驱动力不足、城市竞争力不明显等问题,这就需要充分利用产业资源形成互补优势,通过发展现代服务业、支持先进制造业、催发高新技术产业化等手段,打造哈长城市群协同发展的新态势,为新一轮东北老工业基地振兴提供有力支撑和发展动力。

The State Council has been issued The Replay about the Development Plan of Ha-Chang Urban Agglomeration from the State Council in Feb.29,2016.It means Ha-Chang Urban agglomeration has been listed in the development plan of 9 national region urban agglomerations.The macro strategy is to support the economy coordinated development between Heilongjiang Province and Jilin Province.It also forms the advantage of industrial resource development from industrial cluster effect.In the process of development,there still exits the problems within the industrial clusters,such as limited concentration,insufficient driving force for collaborative development and urban competitiveness unconscious and so on.In the aim of Northeastern old industrial base reconstruction,we must use industrial resource to form complementary advantage.To build the situation of urban agglomeration development can support the advance manufacturing industry and Hi-tech industrialization based on the development of modern service industry.
