高校学术期刊社人力资源管理策略

摘要 人力资源的管理与开发是社会各行业发展中的一项重要问题,随着时代的发展,高校学术期刊社人力资源管理改革迫在眉睫。从高校期刊社人力资源的现状看,为了适应中国学术出版的要求和高校的发展,很多高校进行了合并、重组及绩效改革,并初步建立起期刊社人力资源开发机制和高校出版人才培训制度,但在一定程度上并没有达到合并的初衷,存在一些负面效应和问题,因此高校要重视学术期刊社人力资源的管理和开发策略,严格落实因岗聘人,实施人力资源的激励制度,将晋升目标与报酬激励相结合,同时提升编辑学历,鼓励人员从事相关科研和教学实践,并组建自己的社外编辑队伍,保证学术期刊的专业性和学术性,从而大力提升高校学术出版的质量与水平。 The development and management of human resources constitutes a major issue among all industries of society.With the development of era,the reform of human resources for academic journals in colleges and universities is imminent.According to the current status of human resources in universities publishing houses,the merger and reshuffle of universities and staff’s performance have been carried out to meet the requirements of academic publishing and the development of college s and universities.At the same time,the human resource development mechanism of periodical agencies and training system of publishing talents in colleges and universities have been initially established.However,that reform didn’t achieve the original goal of the merger to a certain extent,and there are some negative effects and problems.Therefore,colleges and universities should attach great importance to the development and management strategies of human resources.For example,colleges and universities should employ right candidates for certain posts and implement the incentive system of human resources,combine promotion objectives with reward incentives,improve the academic qualifications of editors,encourage staff to engage in relevant scientific research and teaching,and set up their own teams of social editors to ensure the professionalism and academic nature of academic journals so as to improve the quality and level of academic publishing in colleges and universities.
