Practice and Thoughts on Strengthening Water Resources Management in the Yangtze River Basin

为深入贯彻习近平生态文明思想和有关长江大保护的决策部署,深入贯彻落实最严格水资源管理制度,根据"水利工程补短板、水利行业强监管"的水利改革发展总基调,围绕"合理分水,管住用水"的工作目标,本文系统梳理了长江流域水资源管理现状以及存在的问题,以问题为导向,明确提出针对性的水资源管理目标、管理思路以及管理重点举措。

In order to thoroughly implement Xi Jinping’s thoughts on ecological civilization and decision-making and deployment related to the protection of the Yangtze River,and to implement the most stringent water resources management system,according to the general requirements of "Water conservancy projects must make up for shortcomings,and the water conservancy industry must strengthen supervision",and focusing on the work goal of "reasonable water separation and management",this paper systematically sorts out the current status and existing problems of water resources management in the Yangtze River Basin. It clearly proposes targeted water resources management goals,management ideas,and key management measures.
