基于河长制的部门联合管理执法研究

Research on the Multi-department Jointing Management and Enforcement Based on the River Chief System

本文从分析河湖管理执法现状出发,总结河湖管理执法方面存在的管理职责交叉、管理目标冲突等问题。针对河湖管理执法存在的问题,以全面推行河长制为依托,从高位推动河湖管理等方面,提出河湖多部门联合管理执法措施,为维护河湖健康生命、实现河湖功能永续利用提供制度保障。

Management responsibility cross-over,management target conflict,enforcement conflict and shuffling,and information sharing obstacles are the main problems of river and lake management based on the analysis of the current situation. In response to the problems existing in the management of rivers and lakes,relying on the river chief system,measures are put forward to improve the rivers and lakes management from five aspects including high position promoting,enhancing the linkage of management departments,establishing the management assessment index system,promoting comprehensive law enforcement,establishing information platform and data sharing mechanism. It will provide institutional guarantee for maintaining healthy life and realizing sustainable use of rivers and lakes.
