西部民族地区农村公共产品需求类型及优先序识别——基于Kano模型的实证

Demand Type and Priority Recognition of Rural Public Goods in Western Ethnic Minority Areas

本文将Kano模型引入农村公共产品需求识别研究中,基于西部民族地区的微观调查数据,分析了西部民族地区农村公共产品需求的类型及优先序。研究表明,在西部民族地区农村公共产品需求中,属于必备型公共产品需求的占42.11%,属于期望型公共产品需求的占31.58%,属于魅力型公共产品需求的占26.31%。结合Better-Worse系数,我们将西部民族地区农村公共产品需求的优先序划分为四个层次。在未来农村公共产品供给中,应将重点放在农田基础设施、看病就医、乡村道路建设、基础教育和社会保障等第一层次和农业灾害防治、通电、通电话、农业技术推广与培训、农业生产资料等第二层次的供给上。

This paper introduces Kano model into the research of rural public goods demand identification and based on the micro-survey data of western minority areas, analyses the types and priorities of rural public goods demand in western minority areas. The research shows that 42.11% of the rural public goods demand in western minority areas belongs to the essential type, 31.58% belongs to the expected type and 26.31% belongs to the charming type. Combining Better-Worse coefficient, we divide the priority of rural public goods demand in western minority areas into four levels. In the future supply of rural public goods, we should focus on the first level of farmland infrastructure, medical treatment, rural road construction, basic education and social security, and the second level of supply of agricultural disaster prevention, electricity, telephone, agricultural technology extension and training, agricultural production means.
