摘要
随着城市综合管廊PPP项目的不断增多,政府补贴的模式与方法亟待完善,这不仅关系到PPP项目能否顺利运作,还关系到政府的财政负担程度。目前缺乏针对综合管廊PPP项目特点的政府补贴测算方法研究,本文结合城市综合管廊PPP项目的实际案例,分别运用财金[2015]21号文公式“、等额本息”公式和“等额本金”公式三种补贴方法进行测算与比较分析,目的是根据项目状况找到最合适的补贴方法,为政府相关决策者提供理论参考。
With the increasing number of PPP projects in urban integrated pipe corridors,the model and method of government subsidies need to be improved.This is not only related to the smooth operation of PPP projects,but also to the financial burden of the government.At present,there is no research on the government subsidy method for the characteristics of the integrated pipe corridor PPP project.This paper combines the actual case of the urban integrated pipe gallery PPP project,and uses the financial formula[2015]No.21 formula,similar to the"equal principal and interest"formula and similar"equal amount.The three subsidy methods of the"Gold"formula are used for calculation and comparative analysis.The purpose is to find the most suitable subsidy method according to the project status,and provide theoretical reference for relevant government decision makers.
