政府部门对公共建筑二次装修消防监管问题的探讨

Discussion on the Supervision and Control of Fire Protection in the Secondary Decoration of Public Buildings by Government Departments

公共建筑二次装修经常会改变建筑原有设计和用途,使建筑达不到消防相关规范的要求,造成火灾隐患。自消防设计审查、验收相关工作由公安消防部门移交到住建部门以来,住建部门部门尚没有对公共建筑二次装修进行有效监管。本文通过对公共建筑二次装修消防相关法律法规进行梳理,对基层消防监管过程中遇到的实际问题进行探讨,总结政府部门消防监管困难的原因,并提出建议。

The secondary decoration of public buildings often changes the original design and use of the building,making the building fail to meet the requirements of fire protection related regulations,causing fire hazards.Since the fire protection design review and acceptance related work was transferred from the public security fire department to the residential construction department,the residential construction department has not yet effectively supervised the secondary decoration of public buildings.In this paper,through reviewing the laws and regulations related to the fire protection of public buildings for secondary decoration,the paper discusses the practical problems encountered in the supervision of fire protection at the grassroots level,summarizes the reasons for the difficulties in fire control supervision of government departments,and makes recommendations.
