Research on the System Construction of Urban Population Evacuation Place

城市人口疏散场所体系研究,对于完善城市综合防护能力具有重要意义。本文通过分析人口疏散场所的概念、构成要素及功能定位,将人口疏散场所划分为人口疏散地域、人口疏散基地和人员紧急疏散点,并从疏散时机、分布位置、地幅大小、接纳对象、安置人数、保障时间等方面进行了区分,阐述了各类疏散场所的用地资源,提出了人口疏散场所的空间布局规划。并结合当前人口疏散场所体系的现状问题,提出了建议措施。

Research on the system of urban population evacuation places is of great significance to improve the comprehensive protection ability of the city.Based on the analysis of the concept,components and functional orientation of evacuation places,this paper divides the evacuation places into evacuation areas,evacuation bases and emergency evacuation sites,and distinguishes them from evacuation opportunities,distribution locations,land size,admission objects,number of people to be resettled and guarantee time,expounds the land resources of various evacuation places,and puts forward the spatial layout plan of population evacuation places.Combined with the current situation of the system of evacuation places,some suggestions and measures are proposed.
