摘要
"中坚居民"是指以服务社区为主要收入来源或获得感来源,在社区行政、楼栋事务、邻里互助等方面发挥积极作用的社区居民。自发参与社区治理的中坚居民成为社区公共事务的公开支持者、楼栋集体事务的热心人、社区和谐稳定的维护者,他们最有可能被社区居委会等官方组织吸纳为"半正式"工作人员,成为社区的管理者和服务者。发现、培育并向社区组织输送中坚居民是社区善治的主要内容之一。在社区三级治理体系中,制度性参与社区活动的中坚居民,是国家政策进户的传导者、社区工作的辅助者、基础治理信息的提供者和居民小微服务的供给者。"中坚居民"概念的提出打破了既往将城市善治寄希望于中产阶层的想象,为社区治理工作提供了新思路。
"Core residents"refer to community residents who take serving the community as their main source of income or sense of gain and play an active role in community administration,building affairs,neighborhood mutual assistance and other fields.Core residents who spontaneously participate in community governance become public supporters of community public affairs,warm-hearted persons of building collective affairs,and maintainers of community harmony and stability.They are also most likely to be recruited as"semi-formal"staff members by neighborhood committees and other official organizations to become community managers and service providers.How to find,cultivate and deliver"core residents"to community organizations has become the key to good community governance.Empirical research shows that in the three-level community governance system,the core residents who participate in community activities systematically become the capillaries of national policies,the right and left arm of community workers,the providers of basic governance information and the providers of residents’small and micro services.The concept of"core residents"breaks the previous imagination of putting good urban governance in the hands of the middle class,and provides new ideas for community governance.
