以人民为中心是社区治理的本质要求和题中之义。坚持以人民为中心的社区治理具有深厚的价值意蕴,其既遵循了马克思主义唯物史观的一般原理,也体现了中国共产党的根本宗旨,更是新时代推进国家治理现代化的必然要求。为此,必须坚持人民群众在社区治理中的主体地位,依靠人民群众的力量,加快推进社区治理创新进程。在社区治理实践中,要树立"服务人民"的理念,提升社区治理的精准化、社会化、专业化、智能化水平,运用法治手段维护社区居民的权益,最终实现"人人参与、人人尽力、人人共享"的社区治理目标。

Taking the people as the center is the essential requirement and meaning of community governance.Adhering to the people-centered community governance has profound value implications.It not only follows the general principles of Marxist historical materialism,but also embodies the fundamental tenet of the Communist Party of China.It is also the inevitable requirement of promoting the modernization of national governance in the new era.Therefore,we must adhere to the dominant position of the people in community governance,rely on the strength of the people,and accelerate the innovation process of community governance.In the practice of community governance,we should establish the concept of "serving the people",improve the accuracy,socialization,specialization and intelligence level of community governance,safeguard the rights and interests of community residents by means of the rule of law,and finally achieve the goal of "everyone participates,everyone tries his best and everyone shares".
