环境规制提高建筑业碳生产率了吗?——基于空间计量和门槛效应的实证分析 被引量:12

Does Environmental Regulation Increase the Carbon Productivity of the Construction Industry? An Empirical Research Based on Spatial Econometric and Threshold Effect

摘要 采用2007-2016年我国省域面板数据,在测算建筑业碳生产率的基础上,通过空间杜宾和门槛回归双模型对环境规制和建筑业碳生产率的关系进行了实证分析。研究表明:从全国层面上看,环境规制的总效应促进了我国建筑业碳生产率的提高,但本地效应和空间溢出效应的表现不同;从区域层面上看,东部和中部地区环境规制对建筑业碳生产率的提高较为明显,而西部地区环境规制抑制了建筑业碳生产率的提高,并且各区域环境规制的本地效应和空间溢出效应存在较大差异;从门槛效应来看,环境规制对建筑业碳生产率的影响受建筑业科技水平的约束,未达到建筑业科技水平门槛值的省份,加强环境规制会抑制建筑业碳生产率的提高。最后提出政策建议。 Based on China’s provincial panel data from 2007 to 2016, carbon productivity of construction industry was calculated. Furthermore, the relationship between environmental regulation and carbon productivity of construction industry is analyzed by using spatial Dubin model and threshold regression model. The research results are as follows. On a national level, the total effect of environmental regulation promotes the increase of carbon productivity of construction industry, but the local effect and spatial spillover effect are different. On a regional level, environmental regulations in the east and central regions have significantly increased the carbon productivity of the construction industry. However, environmental regulation in western China inhibits the improvement of carbon productivity of construction industry. Moreover, the local effect and spatial spillover effect of environmental regulation are quite different in different regions. In terms of threshold effect, the influence of environmental regulation on carbon productivity of construction industry is restricted by technology level of construction industry. For provinces that do not meet the threshold of technological level of construction industry, strengthening environmental regulation will inhibit the improvement of carbon productivity of construction industry. Finally, policy recommendations are made based on the research conclusions. Finally, policy recommendations are made based on the research conclusions.
