试探生态视角下的区域创新创业政策体系设计——以辽宁为例

Exploring the design of regional innovation and entrepreneurship policy system from the perspective of ecology——take Liaoning province as an example

创新创业是区域经济创新发展的驱动力,创新创业政策是创新创业的有力保障。目前中国创新创业政策仍存在较多的问题,一个突出的表现是其体系的完整性、协调性较差,要解决此问题需要引入生态学理论,但目前学界对创新创业生态系统内涵尚没有统一的认识,更谈不上落实在区域上的应用研究。区域创新创业政策体系的制定需要从动力机制角度出发,以资源生成与整合、资源互换、组织汇聚三大机制为基础设计政策体系框架,并参照国家相关政策、借鉴先进地区经验、结合区域禀赋建立具体的政策体系,在此以辽宁为例,在生态视野下对其现有政策体系进行全方位的评价并提出有针对性的对策与建议。

Innovation and entrepreneurship is the driving force of regional economic innovation and development, and innovation and entrepreneurship policy is a strong guarantee for innovation and entrepreneurship. At present, there are still many problems in China’s innovation and entrepreneurship policies, one of which is the poor integrity and coordination of the system. To solve this problem, ecological theory should be introduced. However, at present, there is no unified understanding of the connotation of the innovation and entrepreneurship ecosystem in the academic circle, let alone the application research on the regional level. The formulation of regional innovation and entrepreneurship policy system needs to start from the perspective of dynamic mechanism, design the framework of policy system based on the three mechanisms of resource generation and integration, resource exchange and organizational convergence, and establish specific policy system by referring to relevant national policies, drawing on advanced regional experience and combining with regional endowment. Taking Liaoning province as an example, this paper makes a comprehensive evaluation of its existing policy system from an ecological perspective and puts forward corresponding countermeasures and Suggestions.
