精准扶贫形势下农村科技特派员可持续发展路径及政策研究——基于陕西、内蒙古、福建等地区实地调研 被引量:6

摘要 通过分析科技特派员作用发挥实际情况,以及基于多个省份的实地访谈调研,总结了科技特派员工作的成功经验模式,并发现了部分科技特派员群体产生职业倦怠的主要原因。相应地结合实际情况,提出了科技特派员的可持续发展路径以及有针对性的政策建议:首先,建立统筹协同的精准扶贫地区科技特派员的资源支持体系;其次,精简精准扶贫工'作的信息上报流程,让科技特派员主要精力投入到一线扶贫工作中;再次,加强双方沟通协调并建立通畅的科技特派员科技人才流动渠道;最后,重点关注青年科技特派员职业发展路径与成长空间,引导他们留在农村精准扶贫地区发挥专业技能优势。对于推动国家乡村振兴战略,完成全国精准扶贫目标,让全国人民共享改革开放红利,都具有重大的现实意义。 Based on the field interviews in many provinces, this paper analyzes the actual situation of the role of science and technology special commissioners, summarizes the successful experience mode of science and technology special commissioners, and finds the main reasons for the burnout of some groups. Correspondingly, according to the actual situation, the countermeasures and suggestions are put forward: firstly, to establish a coordinated and coordinated resource support system for science and technology commissioners in precise poverty alleviation areas;secondly, to streamline the information reporting process of the precise poverty alleviation work, so that the science and technology Commissioners can devote their main energy to poverty alleviation work at the front line;thirdly, to strengthen communication and coordination between the two sides and establish a smooth channel for science and technology personnel flow of science and Finally, we should focus on the career development path and growth space of the youth science and technology commissioners, and guide them to stay in the precise poverty alleviation areas in rural areas and give full play to their professional skills.
