教师晋升政策改革的“镜像”化及其警示:基于世界一流大学的案例研究

摘要 美国伊利诺伊大学厄尔巴纳-香槟分校的教师晋升政策改革具有明显的镜像政治色彩。通过对这所世界一流大学教师晋升政策改革的实地调研,考察十年间政策实施的效果。"镜像"化的教师评价政策虽然可以给予大学及其基层学术组织更大的自由性和灵活性,具有对大学传统自治守护的功效,但基本流于形式且相对无效。为了避免政策"镜像"化带来的负面效应,我国大学在制定教师聘任政策时需要坚持自上而下与自下而上的双向问题确认与议程设定,实现政策目标-手段合理指向与精确匹配,增加政策合法化的信息公开与实质效果。 The reform of teacher promotion policy at the University of Illinois at Urbana Champaign has obvious mirror political color. Based on the field survey of the reform of the promotion policy of teachers in this world-class university, the effect of the implementation of the policy in the past ten years was investigated. Although the mirror like teacher evaluation policy can give universities and their grass-roots academic organizations more freedom and flexibility, and has the effect of protecting the traditional autonomy of universities, it is basically formalized and relatively ineffective. In order to avoid the negative effects brought by the mirror image of policy, Chinese universities need to adhere to the top-down and bottom-up two-way problem confirmation and agenda setting when formulating the teacher employment policy, to achieve the reasonable direction and accurate matching of policy objectives and means, and to increase the information publicity and substantive effect of policy legalization.
