中美经贸摩擦全面升级对江西的影响及应对措施

近年来,中美经贸摩擦不断升级。2019年8月1日,美方宣称对3000亿美元中国输美商品加征关税。虽然加征关税对我国的影响总体可控,但经贸摩擦向科技、金融、政治等多个领域扩散的趋势必须引起重视。受经贸摩擦影响,江西省对美出口下降、产业生态面临压力、省内企业全球布局加速,未来5~10年如何调整产业格局成为关键。对此,应做好打"持久战"的准备,把握"近、中、远"三个阶段的应对节奏,尽快建立长效应对机制,及时发现和解决问题;加强服务和政策扶持,缓解企业经营压力;支持高技术企业发展,加快推动产业升级;力促消费扩大内需,筑牢高质量发展根基;确保融资渠道畅通,做好金融风险防范。

Over the past year, Sino-US economic and trade frictions have been escalating. On August 1, 2019, the United States announced that it would impose tariffs on Chinese commodities of $30 billion exported to the United States. Although the impact of tariff increases on China is generally controllable, the trend of economic and trade frictions spreading to science, technology, finance, politics and other fields must be paid attention to. Influenced by economic and trade frictions, Jiangxi’s exports to the United States are declining, the industrial ecology is under pressure, and the global layout of enterprises in the province is accelerating. How to adjust the industrial pattern in the next 5 to 10 years is the key. In this regard, we should be ready to fight a "protracted war", grasp the rhythm of response in the present, medium and far stages, establish a long-term response mechanism as soon as possible to find and solve problems in time, strengthen service and policy support to ease the pressure of enterprise operation, support the development of high-tech enterprises to accelerate the promotion of industrial upgrading, expand consumption and domestic demand to lay a solid foundation for high-quality development,ensure smooth financing channels and prevent financial risks.
