关于构建银行绿色信贷项目减排量配额交易机制的路径思考

Thoughts on the Path of Constructing the Trading Mechanism of Emission Reduction Quota for Bank Green Credit Projects

当前绿色金融发展仍处于起步发展阶段,具有较为明显外部性特征,如何加快健全完善绿色金融发展激励机制,推动绿色金融实现商业可持续发展成为亟待破解的一项难题。基于此,本文在分析了探索银行绿色信贷项目减排量配额交易机制的研究背景和重要意义的基础上,从减排量核算、减排量配额分配、减排量配额市场交易和减排量配额交易监督管理等四个环节,阐述了建立绿色信贷项目减排量配额交易机制的主要内容和难点,并重点探讨机制建立的实现路径。

At present,the development of green finance is still in its infancy and has the characteristics of obvious externality.How to speed up and improve the incentive mechanism of green finance development,and promote green finance to achieve sustainable business development has become a difficult problem to be solved urgently.Based on this,this paper analyses the research background and significance of exploring the trading mechanism of emission reduction quotas for green credit projects of commercial banks;from four aspects of emission reduction accounting,emission reduction quota allocation,emission reduction quota market trading and emission reduction quota trading supervision and management,it expounds the main contents and difficulties of establishing a quota trading mechanism for emission reduction of green credit projects,and the realization path of the mechanism establishment is emphatically discussed.
