和谐社会视角下农村居家养老服务发展困境与模式创新研究

Dilemma and Model Innovation of the Development of the Rural Home-care Services from the Perspective of the Harmonious Society

伴随农村经济社会发展的滞后性,由此衍生出的空心村与老龄化问题愈发严峻。在当前农村空心化与老龄化加剧的时代背景下,居家养老服务模式作为农村社会养老服务体系的核心支撑,其在养老服务体系中的乏力性也愈发凸显,何以应对农村养老服务难题、加快构建社会主义和谐社会已经成为学界亟待解决的问题。农村家庭养老负担加重、空巢老人攀升、现有居家养老模式乏力、养老水平差异较大和养老金紧缺等成为当前农村养老服务水平较低的主要困境。基于当前和谐社会治理视域,将农村养老模式创新融入社会主义和谐社会和国家治理体系现代化的改革中,着力从我国农村养老的法制保障、文化创新、政府职能和多元主体共治视角,探讨家庭、政府和社会组织参与农村居家养老服务供给的合法路径。

Owing to the lag of rural economic and social development,the problem of"hollow villages"and aging is becoming increasingly serious.In the light of the current problems of gradual hollowness of current rural central areas and aging,home-based care service model,as the core support of rural social care service system,shows its increasing weaknesses in the system.Therefore,how to deal with the problem of rural pension service and accelerate the construction of harmonious socialist society has become an urgent problem in the academic circle.The increasing burden of rural family pension,the rising number of empty-nesters,the weaknesses of the existing home-based pension model,the large difference in pension level and the shortage of pension-all these have become the main difficulties of the current low level of rural pension service.Based on the perspective of current harmonious social governance,this paper proposes that the innovation of rural pension model could be integrated into the reform of socialist harmonious society and the modernization of national governance system,From the perspective of legal security,cultural innovation,government functions and multi-subject co-governance of rural old-age care in China,this paper probes into the legal ways for the families,the governments and the social organizations to participate in the provision of home-based rural pension services.
